Comptroller General of Customs, Wale Adeniyi stated this at the Customs Corporate Headquarters Abuja on Thursday while decorating recently appointed Assistant Comptrollers-General (ACGs), Comptrollers, and other senior officers

The service had announced the appointment of ACG Florence Nano Ogar-Modey and ACG Queen Ogbudu and the promotion of 2,209 senior officers.

The occasion, attended by the NCS Management Team and family members of the celebrants, marked a historic moment in the service.

Addressing the newly decorated officers, the CGC emphasized that the 2023 promotion exercise was based on outstanding performance and merit.

He charged all officers and personnel to redouble their efforts, assuring them that dedication and commitment to duty would not go unnoticed and unrewarded.

“While some of you received regular promotions today, there are others who earned special promotions due to their exceptional performance and commitment to promoting the Service,” stated the CGC.

He assured that such dedicated officers would be duly recognized and rewarded by the Management Team.

The CGC’s call on the celebrants aligns with his ongoing efforts to achieve his 3-point agenda: Consolidation, Collaboration, and Innovation, all in support of President Bola Tinubu’s Renewed Hope Manthra.

Among those newly promoted to the rank of Comptroller are TM Daniyan, F Fajana, N Isyaku, MV Umana, AC Nwobi, F Abdulquadir, HK Ejibunu, FM Ojiofor, IN Aliyu, MD Malah, EO Oshoba, JK Oladeji, E Luka, AP Daruaku, FM Ojeifor, IN Nwokorie, EJ Harrison, and others.

Recall that the breakdown of promotions includes:
– Inspector of Customs (IC) to Assistant Superintendent of Customs II (ASC II) – 348
– ASC II to ASC I – 321
– ASC I to Deputy Superintendent of Customs II (DSC) – 355

In his congratulatory message, the CGC urged the newly appointed and promoted officers to redouble their efforts in executing critical roles, including revenue generation, trade facilitation, and suppression of smuggling.

A statement from the Serice said: “Sequel to the ratification of AfCFTA by member nations, the Nigeria Customs Service has found it pertinent to inform the public about steps which must be taken to enable it’s smooth and full implementation.

“Instead of proceeding in a chaotic manner, the Nigeria Customs Service as policy implementor understands the importance of spelling out the roles and responsibilities of all parties in this agreement and the conditions attendant on its implementation.

“We wish to re-confirm our willingness and readiness to play our role as trade facilitators in this regard. However, we also wish to remind the public that our functions are highly automated and primarily systems driven. Hence the need to methodically harvest and integrate all data associated with AfCFTA into our system for easy deployment, access and use by the trading public.

“We therefore await the National Action Committee (NAC) on the list of duties and charges waived for liberalized goods under AfCTA.

“The list of the 90% liberalized National Trade Offers.
“The list of 70% Non-liberalized exclusive goods at the regional level.

“The list of 3% Non-Liberalized sensitive goods.

“The appointment of a competent Authority responsible for issuing and authenticating certificates of origin and registering enterprises and products within the region.

“NCS acknowledges the transformational impact this agreement portends for businesses within the continent in general and Nigeria in particular and are fully committed to its success.

“Further, the Service recommends that each member country should have a representative in the continental Chamber of Commerce to ensure transparency within the body thereby generating confidence in the system. This in our view should be complementary to the activities of the various Chambers of Commerce of each country in the region.”

Zainab Ahmed, Minister of Finance disclosed this to State House Correspondent shortly after the weekly FEC meeting in Abuja on Wednesday.

She stated that the concessionary period for the NCS is 20 years, noting that the funding will be solely from investors with the  revenue expected from this automation pegged at $176 billion.

According to Channels Television, the FEC also approved  N13.122 billion for the upgrade of safe towers in Lagos, Kano, Abuja and Port Harcourt airports.

During the meeting, FEC also reiterated the need for all Ministries, Departments and Agencies (MDAs) to consult the Federal Government-owned Galaxy Backbone Limited before budgeting and all payments should go to the Treasury Single Account (TSA).

Council noted that all federal institutions have equally been assessed to see what Information Communication Technology (ICT) upgrades are needed.

The identified upgrades are to commence immediately, the Council said.

To aid the fight against drug abuse, FEC gave a nod to the purchase of a property at the Aviation Village, Abuja.

The building which will serve as accommodation for officers of the National Drug Law Enforcement Agency (NDLEA), was formerly owned by Chachangi Airlines and was bought for N1.196billion with a delivery period of four weeks

The virtual FEC meeting was presided over by President Muhammadu Buhari.

The investigation which began on July 20 in Abuja, is being conducted by the joint house committees on Interior, Nigeria Content Development and Monitoring and Commerce.

The Speaker of the house, Rep. Femi Gbajabimila recalled that in April, photos and videos which went viral on the social media allegedly depicted institutionalised racial discrimination, maltreatment of Nigerians in China.

He said it also showed xenophobic assaults, embarrassments, illegal detentions and forceful evictions of Nigerians and other Africans living in Guangzhou, China.

 Gbajabimila said that he summoned the Chinese Ambassador to Nigeria, Dr. Zhou Pingjian on April 10, to register Nigeria’s displeasure with the incident.

“Subsequently, the House of Representatives on Tuesday, April 28, issued a strong worded House Resolutions, condemned, in its entirety, the maltreatment, discrimination and xenophobic attacks against Nigerians in the Peoples Republic of China.

“Apart from urging the Ministry of Foreign Affairs and the Attorney-General of the Federation and Minister of Justice to provide financial and other assistances to affected Nigerian citizens in China, the house took a two-pronged approach by constituting two joint committees to undertake two specific assignments towards remedying the ugly situation,”he said.

The speaker said that the house also mandated the House Committees on Foreign Affairs, Inter-Parliamentary Relations, Human Rights, and Diaspora to ascertain the extent of violation of rights of Nigerians in China.

He said that the committees were also to determined as well as losses arising from such maltreatments, and to further engage the Chinese Parliament appropriately to register Nigeria’s National Assembly condemnation of the maltreatment.

Gbajabimila said that the house also mandated committees to investigate the Nigeria Immigration Service (NIS) Corporate Affairs Commission (CAC), Nigeria Content Development and Monitoring Board, and any other relevant ministry, department or agency to check the validity of all immigration documents of every Chinese person in Nigeria.

According to him, the committee is to look into the expatriate quota of all the Chinese immigrants in Nigeria, and to repatriate them to China to regularise.

“I, therefore implore all the relevant stakeholders to assist the joint committee in discharging the mandate entrusted to it.

“The joint committee is imbued with legal and statutory powers to conduct this hearing as stipulated in the Standing Orders of the House, Legislative Houses (Powers and Privileges) Act, 2017 and the 1999 Constitution (as amended).

“The powers include right to order attendance of witnesses, issuance and service of summons to attend and power to issue warrants to compel attendance.

“We are all partners in progress and I trust that the joint committee will be fair in the conduct of its assignment,” he said.

The Acting Customs Area Controller of the unit, Usman Yahaya, made this known in a statement.

According to Yahaya, N15.6 billion was generated from contraband seized from smugglers while N1.4 billion were raised from wrong classification, transfer of value and false declaration of cargoes.

He added that contraband intercepted by the unit were from smugglers terrorising the South Western states of the country and it include used vehicles, pharmaceuticals, textiles, foreign parboiled rice, tomato paste, second hand clothing, among others.

He noted that the Debit Notes were raised on importers who under-declared their cargoes for lesser Customs duty.

“The total Duty Paid Value of N15.6 billion were premised on seized contraband while the N1.3 billion were revenue from the unit interventions arising from wrong classifications, transfer of value and false declarations by importers.

“So, a total of N17 billion was recovered for the Federal Government in the period under review,” Yahaya said.

He noted that the unit also intercepted a truck load of banned textile materials worth N565 million imported from Benin Republic.

He said that 18,760 bags of foreign parboiled rice were smuggled into the country from Benin Republic and 64 units of exotic vehicles were intercepted and detained for duty evasion and under payment.

“From Jan. 7, 64 exotic vehicles including two bullet proofs cars, 18,760 bags of 50kg of foreign parboiled rice valued at N469million; 1,338kg of Indian hemp worth N201million and 147 sacks (9,504kg) of Pangolin scales worth N10.4billion.

“Others are 3,059 cartons of tomato paste, 10,653 cartons of frozen poultry products, 5,423 kegs of 25 litres each of vegetable oil, 56,472 bundles of Printed Textiles valued at N565million, 66 packs of Tramadol, 872 bales of Second hand clothing worth N61million and 11,077 cartons of frozen products worth N177 million.

“Also intercepted are 5,423 kegs of vegetable oil valued at N87 million, 7,549 jerry cans of Petroleum Motor Spirit (PMS) valued at N27million, five containers of pharmaceutical valued at N2.9 billion, 64 units of motorcycles used for smuggling valued at N565million, among others,” Yahaya said.

He, however, warned smugglers to embrace legitimate business as the unit was ready to send them out of illegitimate business.

He also disclosed that the seizure was borne out of intelligence and hard work of eagle-eye officers of the unit.

“My message to smugglers is that they should stop smuggling and embrace legitimate business because the unit is ready to run them out of business and we are always a step ahead of them through intelligence gathering and steadfastness.

“We will not get tired until the service suppressed smuggling finally from the South-West,” Yahaya said.
